OVERVIEW OF SKILLS DEVELOPMENT

Skills development expenditure is measured against the company’s annual payroll, with the following specified targets:

1.      6% of total annual payroll to be spent on training black employees and black people to                 claim full score

2.      0.3% of the above 6% of costs directed at disabled black employees

3.      A number of black people equivalent to 2.5% of the company’s total employee headcount          (permanent and temporary employees) enrolled on a learnership, with a bonus of 5 points           if those learners are employed at the end of the learnership.

A learnership is the South African equivalent of an Apprenticeship (workplace qualification in a trade), a program with both a workplace structured learning element combined with an off-site formal learning element. Learnerships are only developed in areas which are nominated in the National Skills Development Strategy as Scarce and Critical.

Only training expenditure on Scarce and Critical Skills Development can be recognised on the B-BBEE Scorecard – no mandatory training (Health and Safety Training) and any other occupationally-directed training expenses can be recognised.

This element is extremely expensive, with full scoring amounting to approximately one month’s total payroll.

Under the amended Codes of Good Practice (to be implemented in May 2015) this element is also nominated as a Priority element, which means that, if companies do not comply with at least 40% of the above targets, their final B-BBEE Level will be dropped by one level.
