Employment Equity Sector Targets May 2023

The awaited Sector Targets have been published in a government gazette, opening a 30-day consultation period on the targets.

The gazetted targets are the 5-year target for 18 specific industries.

Who does it affect?
The sector targets only affects Top Management, Senior Management, Professionally Qualified and Skilled employees.

Semi, and unskilled employees will still be part of your Employment Equity Plan has it has been running up until now, so there will be two sets of targets:

1. Sector targets determined by the Gazette for Top and Senior Management, Professionally Qualified and Skilled employees.
2. Your own targets directed at the Economically Active Population will still apply to the semi and unskilled employees.

Do you use national or provincial demographic targets?
- If the company has a national footprint: national demographics are used across the country.
- If a company only operates in one province, then that province’s demographic targets are used.
- For semi and unskilled categories, either national or provincial demographics apply.

Does this apply to all companies?
No. The Employment Equity Amendment Act, and its targets applies only to employers employing 50 or more employees.

When does this become into effect?
Not just yet. The Employment Equity Amendment Act has been signed by the president, but there is, as yet, no implementation date.
